As written in a UN report on Guatemala's abortion policy, "Since the amendment to the Penal Code in 1973, the Government has expressed concern about the high rate of occurrence of induced abortion. This concern reflects the Government’s firm opposition to the procedure, as also illustrated in the country’s Constitution. Although article 47 of the Constitution emphasizes the right of persons to decide freely on the number and spacing of their children, article 3 protects human life from conception.
